Why does the Tungsten Portable come standard with a heat deflector but on Platinum and Tungsten 300 or 500 you have to purchase the heat deflector separately?

The short answer is "Bromic has always done it this way."
Longer answer has to do with the difference between a portable heater and a fixed installation heater.
1) The Tungsten Portable is "portable" and could be used one minute fully outside with no cover above it, or the next minute under a 10' tall cover (the minimum height required to use a Tungsten Portable). Because the use site can change, the deflector is standard. Also it is likely a requirement of the certification standard for this heater.
2) The fixed Tungsten and Platinum Heaters will not likely have their site change between uses. All of the fixed heaters must be installed with the bottom of the heater no less than 8' above the ground. The heater is approximately 12" high. At the time of installation you will know if you have the minimum 3' above the heater (minimum 12') to the ceiling to not require a Heat Deflector, of if you have less than that (but no less than 10' 2").
That being said, I always recommend installing the Heat Deflector with the Tungsten and Platinum fixed Gas Heaters, as it helps to protect the burners from water intrusion and it directs some of the heat of the exhaust gases toward the heating area.
Also, the heat shields are different. The Tungsten Portable Heat Shield is single-skin, while the deflectors for the Tungsten and Platinum fixed Gas Heaters are double-skin.
